One thing I do think is that it's definitely treated as a part of their culture--all the older hunters, including Rufus, and Bobby, and probably John, have been shown to be heavy drinkers. (And hell, Ellen and Jo had the bar...) So it seems like it might be more difficult for Sam to speak up on this--or necessarily even really notice it if he's not trying to. They're making a lot of effort, too, showing Bobby drinking a lot more this go-round than in the past, when Dean actually called Bobby on it back in 4.1, as if it was sort of out-of-place and even disturbing to him.
I actually did check those scenes for reactions and Sam didn't seem hugely distressed, but it's difficult to be sure.
